（中央社記者廖漢原華盛頓6日專電）希臘與歐盟的下一步全球矚目，經濟學者看法不一，諾貝爾獎得主克魯曼認為歐洲債權國霸凌希臘，不過也有學者認為雙方應各退一步，找出可行方案。

都柏林大學經濟教授惠蘭（Karl Whelan）指出，希臘公投結果對債權機構而言沒有差別，借錢給希臘的政府也有選票壓力，那些認為公投後，希臘將很快達成新紓困方案的人，可能要失望了。

惠蘭認為，檯面上已有雙方都接受的協議，希臘當局已接受大部分歐盟國家提出的要求，但債權國也得瞭解，希臘欠款不可能全數拿回，各國仍須取消部分債務，讓齊普拉斯（Alexis Tsipras）政府得以喘息。

欠債還錢雖是鐵律，但希臘問題涉及世代責任，年輕人不願父債子償，國家債務難一筆勾銷，不過自由派經濟學者力挺希臘民眾的抉擇。

諾貝爾經濟學獎得主克魯曼（Paul Krugman）在紐約時報（New York Times）指出，債權機構透過媒體霸凌希臘，嚇唬民眾銀行要關門，社會將動盪，意圖趕走左派政府，這是篤信民主的歐洲恥辱的一刻。

克魯曼相信，除非債主們減除債務，否則離開歐元區將是希臘遠離經濟夢魘的唯一可行之道，即使希臘不使用歐元，也不代表他們是歐洲的壞份子；希臘問題涉及不負責任的借放款，民眾早已數倍付清政府惡意的欠款。

希臘前財政部長亞道維里（Gikas Hardouvelis）看法不同，他撰文呼籲，債權機構不該放棄原則，但應有所妥協，提出長期計畫，延展希臘債務，創造雙贏。

他認為希臘發行新鈔，脫離歐元區，將引發通貨膨脹，摧毀金融體制，陷國家於窮困，希臘政府豪賭年輕世代的未來，這場遊戲必須停止，雙方應建設性合作。1040707
